Summary

Currently linting and TypeScript run waits for the macos cache, which isn't needed. This attempts to split out all OSes into separate jobs to streamline.

Should probably use some reusable workflows (and will do so if this fails), but let's see how this goes first didn't work, so went for reusable jobs. Looking really good! 👍

macos is still queued, good indication for the value of this change 😅
